Edcouch-Elsa ISD Launches IMPACT Committees - Innovation Members Promoting Accountability Collaboration Transparency

Edcouch, Texas – Edcouch-Elsa Independent School District (EEISD) proudly announces the formation of its new IMPACT Committees, designed to promote Innovation, Accountability, Collaboration, and Transparency throughout the district. Each committee will focus on specific aspects of district operations, finance, and improving student outcomes to enhance community engagement and support student success.

The first board organizational meeting for each committee was held on Monday, February 3, 2025. At this meeting, goals were set and committee members were identified.  

“These committees underscore EEISD’s dedication to fostering a culture of collaboration and continuous improvement,” shared Dr. Alda Benavides, Superintendent of Schools for Edcouch-Elsa ISD. By engaging key stakeholders and promoting transparency, Edcouch-Elsa ISD is committed to achieving its mission of motivating, educating, and graduating every student.

Finance and Facilities Committee

The Finance and Facilities Committee, chaired by J.J. Ybarra, with members Fernando Torres and Rolando Lozano, will oversee budget planning, financial strategies, and the maintenance of district facilities. Dr. Ricardo Ochoa will serve as the alternate member. This committee will also include Hilda Castillo, Eva Noriega, Liannette Garcia, and Virginio Gonzalez. The committee recommends holding monthly meetings to ensure proactive management of district resources.

Academic and Student Success Committee

Led by Dr. Ricardo Ochoa, the Academic and Student Success Committee includes Cynthia Tanguma and Ashley Vasquez as members, with Rolando Lozano as the alternate. The committee is committed to improving student outcomes and advancing academic programs. They recommend meeting monthly to align with district academic goals.

Community, Communications, and Marketing Committee

Ashley Vasquez, Cynthia Tanguma, and J.J. Ybarra form the Community, Communications, and Marketing Committee, with Dr. Ricardo Ochoa as the alternate. This committee will focus on fostering community connections, enhancing district communication, and promoting marketing initiatives. Meetings are recommended bi-monthly or quarterly, depending on district needs.

Policy, Governance, and Human Resources Committee

The Policy, Governance, and Human Resources Committee, chaired by Fernando Torres, includes Norma Linda Peña and Dr. Ricardo Ochoa, with Cynthia Tanguma serving as the alternate. This committee will also include Eva Noriega, Selma Perez, Virginio Gonzalez, and Erick Hurtado. Goals for the committee will be to ensure the district is compliant with policies, prioritize staff well being and retention of staff, and review board policies. The committee will address governance policies and human resources strategies to ensure the district operates efficiently and effectively. Quarterly or as-needed meetings are recommended. 

“This is a way to bridge communication. The IMPACT Committees are a great way to have conversations that need to be done with a productive manner,” stated Mr. J.J. Ybarra, Board President.
